Security
Since 9/11, the primary focus of federal transportation security activities have been directed at the airline and shipping port industries. In 2002, the Transportation Safety Administration, then part of the Department of Transportation, issued a circular outling recommended security measures for pipeline operators. Now Congress and the Department of Homeland Security (DHS) are assessing the security of the other transportation modes including pipelines. Last year during the consideration of pipeline safety legislation, the Senate introduced a safety bill that included language to direct the DHS and DOT to develop security regulations for the pipeline industry. Currently there are no specific regulations but that may soon change. Congress is expected to pass legislation with more specific guidence and the DHS is moving forward on the regulatory front to develop security guidelines. See below for specific recent actions.
